This may be a U.S Metal Toy Mfg Company noisemaker, made in Brooklyn NY. It is either very old, before the glossy lithograph ones that are common on ebay, or has been repainted. To me, it looks original because I would expect to see different paint underneath this paint. Has no logo or markings to identify the maker. The plastic nose is broken as shown, and was a noisemaker. About 6 inches diameter and 5-1/4 inches high. All metal with a couple rust holes at the bottom. See pictures for more details.
